Ifit is an Alcatel OneTouch model try starting the phone in safe mode (same for all One Touch models) and check if the sounds stays on OK. If it does then a downloaded app is the cause of the problem. The trick is to find out which one. you'll have to uninstall each downloaded app one by one and test the phone after each uninstall.
